
Job Summary:
This is an 'On-Campus Only' Recruitment. Qualified applicants must be current employees of CSUSB.
Under general direction of the Director, Talent Acquisition, the Senior Talent Acquisition Partner will facilitate complex recruitments for Staff and Management Personnel Plan (MPP) positions; and to provide high-level support to oversee, evaluate, and resolve complex issues related to any aspect of the talent acquisition matters.
Responsibilities:
Talent Acquisition:
• Development, implementation and execution of talent strategies that drive successful outcomes.
• Acts as a key business partner to build relationships with all levels of staff and leadership in order to serve as a trusted resource
• Provide recommendations to management and leadership regarding complex issues related to human resources in compliance with applicable rules, regulations, contracts, policies, provisions and technical letters as they relate to the recruitment and hiring process.
• Provide recommendations on recruitment strategies for hard-to-fill and/or critical positions.
• Provides oversight for recruitment activity; coordinates deadlines, prioritizes work demands.
• Meets with campus leaders to advise, consult and provide service feedback.
• Administers written examinations for SUPA positions; reviews and analyzes test results, conducts item analyses.
• Interprets salary analyses, demographic and new hire reporting.
• Conduct full cycle recruiting; including strategy meetings, phone screening, recommending resources, extending/negotiating offers.
• Conducts Interviews, develops interview questions and materials and makes hiring recommendations.
• Conducts campus-wide and 1:1 CSU Recruit trainings with stakeholders
• Demonstrating high degree of flexibility and ability to work in a fast-paced environment.
• Handles the Administrator level positions and most complex recruitments; provides recommendations and facilitates Admin III and IV offer letters on retreat rights, relocation, terms and conditions.
• Assist in developing workflows on procedures.
Technical Support, in collaboration with the Campus Configuration Administrator (CCA):
• Assists the Talent Acquisition team and campus partners with enhancement to the applicant tracking system
• Collaborates with ITS and CO superusers with CHRS/recruiting related items, troubleshooting issues, and recommending solutions to the recruiting workflow
• Configure applicant tracking system process improvements and CHRS updates
• Recommends Talent Acquisition process improvements that maximize efficiencies utilizing key indicator reports.
Compliance & Processing:
• Facilitate the CSUSB background check process for all staff and MPPs employment and maintains compliance with policy standards.
• Reviews results for all pre-employment physicals.
• Reviews all Live Scan results for campus.
• Conducts and/or consults on specialized background checks for UPD in compliance with POST requirements and regulations (background investigations, pre-employment physicals, psychological evaluations).
Programs/Presentations/Committees:
• Lead the monthly New Employee Onboarding Orientation.
• Conduct CSU Recruit training.
• Other classification related duties assigned.
Minimum Qualifications: Required Education and Experience
Bachelor's degree and/or the equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs, PLUS two years of related Talent Acquisition or Recruiting experience.

- Ability to take initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved.
- Skill in the research, development and evaluation of policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations.
- Expertise in investigating and analyzing problems with a broad administrative impact and implications. Ability to anticipate problems and address them proactively.
- Demonstrated ability to effectively interpret, organize, and present information and ideas in written or presentation form.
- Ability to train others on new skills and procedures and provide lead work direction.

- 3 - 5 years of CSU or Public Sector experience

Compensation and Benefits:
Anticipated Hiring Range: $4,598 - $5,835 monthly.
Classification Salary Range: $4,598 - $8,318 monthly.
The salary offered will take into account internal equity and experience among other factors.
The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year. Academic year schedule: Monday through Friday (8:00 am – 5:00 pm), some evenings/weekends.
Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.

Background Check
Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.
Drivers License Check
Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.
Mandated Reporter
The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
Campus Security Authority
This position is designated as a Campus Security Authority (CSA) position under the federal Jeanne Cleary Disclosure of Campus Security Policy and Campus Crime Statistics Act. CSAs are responsible for reporting allegations of Clery Act Crimes reported to them or that they witness. CSA training is required.
